The TIE Bomber was absolute shyte, in my opinion. There is no way this thing even comes close to a 5 for offensive. I'd say 3.

Well, it has enough weapon mounts for either a 4 or a 5. It is a little light on the beam weapons, but has 2-3 times the missile punch of an x-wing, plus half the laser punch (the only other ship that comes close is the y-wing & even it is outgunned by this). & all that doesn't take into account the damage these things were shown to do in lore (in the rare cases when faster ships didn't blow them out of the sky because they are eggshells).

Considering the armament, I would be agreeable to a 4 or a 5, Admy.
However, according to the wookieepedia article: So this part of the submission, "2 proton torpedo launchers, 2 concussion missile launchers, 1 bomb bay," is somewhat misleading considering that it could only have one of those payloads, which was housed within the structure opposite of the cockpit. Unfortunately, how the article structures the specs, this could lead to any misunderstandings with the bombers armament.
Given the payload can only be one of seven variants at a time, this warrants a decrease to a 3. This would likely be the same from the Neutralizer-class Bomber. The Scimitar Assault Bomber may be a 4 though considering its payload has both concussion missile launchers AND chutes for proton grenades and thermal detonators. TIE/sa (and the Neutralizer) don't have that configuration.

At Least Being the key term in that statement. The same paragraph finishes with:
The weapons pod has three distinct sections (Guided Ordinance, Top launching space ordinance & bottom releasing gravity ordinance). This means it could carry (in a single load, if fully armed): 16 concussion missiles (with two launchers), four proton bombs, & six-four thermal detonators. Or it could carry 6 of the larger proton rockets, six space mines, & a tank full of postcards showing scantily clad stormtroopers. Admittedly, it is unlikely that any one bomber would be loaded with all three for a single mission, but they certainly could be.

Which is why it suffers in the fields of agility & speed. This design has shown that it has enough throwing power to be a serious threat to other fighters, if they can be kept at range for its guided ordinance to be useful. I freely admit they get torn apart in dogfights. But they are packing way more punch than pretty much anything else in their weight range.

I think we only saw the ordinances being switched around in a mini cartoon that was done by a freelance artist. Never seen it showing that the TIE/sa has all these ordinances at once. It could likely be that it is set up to take on any one of those ordinances without much maintenance, but we aren't for sure that it can carry more than one at a time.

I... kind of have to side with Admy on this one. Any variation of that payload capability is going to hit harder than an X-wing or similar starfighter. I’d be inclined to say we just split it in the middle and go with a 4 for Offence. It’s basically a glass cannon, for all intents and purposes.

I would be hard pressed to think of a fighter with a heavier payload (save the lore version B-wing or the more gunship-y K-wing), but I have edited the O to a 4.
