Well the overall weapon count comes from this: --->Imperial I-Class Star Destroyer
Using that as the baseline comparison, I added a bunch of point defence cannons and scrapped some turbolasers in order to more effectively combat starfighters, and I also changed some of the heavy turbolasers to medium turbolasers to account for the 100 meter size difference between the ISD and the Dragon. Overall, its not meant to be more powerful, rather it’s better designed for the purpose it’s supposed to fill. It’s just better for rapid response and countering Jedi and/or Rebels who generally use faster, lighter ships that could better be dealt with using point defense while still maintaining the original purpose of the ship, and giving it enough firepower to still be able to hold its own against most capital ships in its size bracket. It's by no means the capital ship killer that the ISD is. It's meant to be better designed in comparison to the ISD, but also fill a starfighter screening role and engaging ships smaller than it. But it also has the potential to hold it's own if it needs to.

I was also wondering if you were factoring the ship's offensive capability into its defensive score, or if it had some sort of superior armor that allowed it to deserve such a rating?
I'd also be willing to give it a bit more agility or speed if the defensive capability was stepped down to a 4. After all, it has the proper engines that will allow it to maneuver just as well as most others of its class. Shouldn't it be considered, at the very least?
Beyond that, I can't see much reason to hold the ship back from approval. Let me know what you think of the suggestions and I'll endorse it.
