Riding back down and meeting his aides and escort again, he returned to his shuttle and not long after Noble.

Vlusu sat in his office, overlooking the procedures for the planned breakaway. Through the signing of the Treaty of Csilla, the alliance between the Chiss Ascendancy and the Infinite Imperium had been solidified. Now, the final pieces were coming into place. In the Redoubt, a massive fleet was grouping, ready to strike against the few First Order ships in the system. Weapons and armor had been stockpiled, and the defensive systems of the city were ready to go online at a moment’s notice. Now it was just a question of playing the waiting game.

Elsewhere in Csaplar, in the CEDF compound out on the ice, another military effort was underway. The entire Force was being readied to mobilise when the signal was given. A fleet waited, hidden, at the CEDFs headquarters on Naporar. In addition, their allies in the First Order had a single Resurgent-Class Battlecruiser waiting, more than enough to hold down this sector. The CEDFs primary role was in deactivating the planetary defense megamasers, lest they cut the Resurgent to pieces in orbit. To that end, Commando teams had been made ready, while standard troops were waiting in key positions. The few on-site ships were prepared for running interference. This would’ve a historic day in the Chiss for sure.

The austere buildings of Csaplar glittered as the sun set over the surface of the world above them, as the final shafts of turquoise were driven off by the natural darkness of the vast underground space, combined with the lights of a city beneath it. From his lofty perch atop the Chiss Executive Center, Tasot could watch his city as it lit up for the night; though the isolationist policies adopted by the Chiss ensured there were few non-Chiss on the planet, but that hardly bothered most of the members of this group. Outsiders usually just cluttered things. They did not understand the order that was present in the society, and would often, either intentionally, or inadvertently, disrupt the nearly mechanical order and efficiency of the society. A never ending blast furnace that would forge a bright future for their own race, and hopefully for at least some of the galaxy at large...

Knowing full well that the Chiss were isolationists and a very brilliant and proud people, The Illusionist had taken a keen interest in them. Taking the time to extract and learn as much as he could, he discovered a small flaw in the ancient Cheunh that was used as an encryption for their holo-displays and other networked sources. While not wanting to offend or intrude, speaking directly to the Chiss leadership was needed, especially given their intellect and strategical brilliance. In Tasot's office, a holo-projector in the center of the room warmed and sprang to life, revealing a seemingly human male with silver/gray hair and mesmerizing blue eyes. Dressed in a black suit jacket, dress pants and a white button down shirt with the top few buttons opened, right hand in his pocket, lit cigarette in the left hand, The Illusionist appeared.
Mrort'asot'nuruodo. I apologize for the intrusion, but it was necessary. Your mastery of using Cheunh as an encryption is incredibly clever, I must say.
Taking a drag from his cigarette, The Illusionist inhaled, then exhaled slowly, all the while, his piercing blue eyes not leaving the blue-skinned man before him.

Tasot had been examining a holocron that had been previously recovered by a Chiss expedition, slowly examining the multifaceted surface of the cuboid, when the small fountain in the center of the room, whose water served as the holographic projector for the room, activated, as the water took the shape of the Illusionist. Still regarding the city below the tower window. As he spoke, the Chiss leader's crimson eyes narrowed slightly as he listened to what the Illusionist was saying. This was an inconvenience, as he would have preferred a face to face meeting where he could tell what this individual's real game was. Still, it was no matter.
"This meeting has been a long time coming, I suppose. I knew it was only a matter of time before someone of your stripe wished to speak with me."
Placing the holocron on a nearby table, he turned around, cape billowing behind his figure, staring the virtual intruder dead in the eyes.
"The question is, what do you stand for?"

Having always admired the Chiss, both for their tactical brilliance and their ability to overcome all adversities, The Illusionist smirked as he was asked a direct question. The glowing blue gaze connected with the red stare of the Chiss before him. Sizing the man up, he took a drag from his cigarette and exhaled slowly.
As I said, I apologize for the intrusion, however, I am a very important person. Meeting aristocratic individuals such as yourself costs time and money, both of which happen to be in sort supply these days
Taking another drag from the cigarette, The Illusionist continued on, answering the question.
I stand for galactic unity, above all things. Whether it be the Mandalorians wanting another crusade, or the Chiss wanting to remain isolated on the fringes of the galaxy, away from the scrutiny of the greater galaxy. And right now, anything could be further from the truth. While wars are waged, both by the First Order and by the Jedi and Sith, trillions of innocents are caught in the crossfire. My goal is to provide galactic peace on a scale unheard of in our time...
Eyeing up the Chiss carefully, he knew he had to be careful with how he presented his 'pitch' as it were. Too much information too fast, and they would refuse. Too little information too slowly and they would become suspicious.

Raising an eyebrow, Tasot turned to face the hologram.
"You are not the first of your kind to come before us with these words, and you will not be the last. Many have made that claim to us over the years, but have simply been making that claim to secure our aid. "
Tasot decided to prod this man a bit, see if any information could be coaxed out of him. So far, he seemed to fit the stereotype of his species; launching into an ideological sermon about why their goals are the Chiss' goals. Tasot had plans of his own, and was careful to forge his alliances. Much as with the rest of the Chiss, any excess would be cut before it would poison the rest of the society, preventing the tendrils of entitlement and complacency from infecting the group. Such waste could and would not be tolerated by the Chiss, most of all by their leader. He wanted to see what made this man different from the others, why he was worth backing when compared to every other faction struggling endlessly for control of the galaxy.

The Illusionist smirked at the Chiss' comment. But he wasn't wrong. As with those who came before, many merely wanted to secure the Ascendancy's allegiance due to the resources the Chiss had and the tactical brilliance they possessed. While part of this was true, The Illusionist didn't want them purely from a resource point of view. He wanted them committed to the cause just as much as he was. Knowing full well this was going to be a tough 'sell' as it were, The Illusionist took another drag on his cigarette and exhaled slowly, seeming to watch the smoke drift away thoughtfully. Turning his sharp blue gaze back to the Chiss before him, he spoke.
Diplomacy is all well and good, when it works. But difficult to use when everyone already perceives you as a threat. Though my intentions remain unknown to all aside from my most trusted advisers and consultants, I will be straight-forward with you.
Accepting a glass of alcohol from an unseen hand, The Illusionist swirled the contents around in the glass before proceeding to take a sip.
Tell me, Mrort'asot'nuruodo, are you aware of the difference between a Force User and a Force Sensitive?
Getting Tasot's own words in response to this question would pave the way for how The Illusionist decided to proceed.

Coy. As expected. He retained information, letting only the smallest iotas go, in order to keep his hand hidden. His piercing ice-cold eyes clashed with the cold, emotionless crimson eyes. A duel of personalities, as it would seem.
"Force Sensitives are something that we personally do not mind. While we may not fully understand their powers, they are of use to us. Force Sensitive children guide our exploratory vessels across the stars, in order to counteract the... unique properties of the Unknown Regions. The downside is that their powers diminish and eventually disappear with age, and as such are no longer fit for the task."
This was the whole truth. Thankfully, Chiss youth were mature enough that they could be expected to preform these tasks admirably, unlike their human counterparts, who were liable to committing disobedient or even destructive horseplay. Though, this question was curious. Never in the past had any organization asked about this, ad so Tasot decided to be candid with this individual. Seeing as this wasn't exactly a state secret, and he probably already knew this by now given the fact that he was able to decrypt ancient Cheunh, a language that was so secretive that he quite possibly was a fifth or more of the entire non-Chiss population who can understand this.
"Force Users on the other hand... well, they have caused us no end of trouble. The conclusion of the Swarm War needs no mentioning, and if my judgement of you is correct, then you know what really happened at the Battle of Tenupe. This, combined with numerous other incidents, has shown that unlike with Force Sensitives, the risk posed by Force Users far outweighs potential payout. The galaxy has no need for an emotionally unstable band of cultists acting as though their control over an esoteric quality justifies any atrocity they commit in the name of 'balance'."

I am well aware of the atrocities committed due to a steadfast and over zealous belief that either side can play God. Which is exactly why I have contacted you. Force Users are a disease on this galaxy. Committing atrocity after atrocity in the name of balance. Light and Dark? Figments of a quasi-religious sect of cultists. And they rampage around the galaxy doing what they please without an accountability whatsoever. I intend to completely change history and I would like the Chiss to be our partners when it happens. And perhaps together, we could find a way to put the galaxy back together...?
While still not giving everything away, and not mentioning 'curing' the Force, hopefully this was enough to at least intrigue the Chiss leader and perhaps have him commit to the cause? At this point, despite how well he could read people and their motives, he couldn't quite read Tasot. Unsurprising, given the Chiss' natural affinity to remain neutral through nearly everything.

A small, angular speeder zipped by the windows of the office, reflecting against the large, silvery statue on the exterior of the building. The Chiss Capital, compared to much of the galaxy, seemed like an oasis. A shining jewel in the middle of a tumultuous galaxy, where war seemingly had never reached. The order dictated by the Chiss' very nature was a force that could be harnassed. Whether for good or evil, freedom or slavery, all came down to the individual leader's philosophy."Hm... though I appreciate your sentiment, it occurs to be that you may just be trying to pull my ear. Not to mention the fact that we are quite content here. We have no need for the galaxy; their love of stifling those who would try to promote peace and inability to see true progress has made us... wary of them."

Listening, The Illusionist merely takes another sip of his drink. He knew full well that securing the Chiss' trust was going to be incredibly difficult. But worth it in the end. He just needed to find the correct angle to the conversation and exploit it.
Your wary nature is understandable, given the state of the galaxy and recent events.
He, of course, was referring to the subjugation of the entire Chiss species by the First Order. Though promoted through the First Order's ranks and certainly respected, they were still only given such hollow and meaningless titles to keep them complacent. They were a truly marvelous people, worthy of admiration. But they were also easily exploited, especially when forced into a situation against their will.
I would never dream of manipulating you or 'pulling your ear' as you say. Your entire species is a testament to what can be accomplished through unity and peace. My goals, while certainly ambitious, are not designed to interfere with or manipulate your people. Other powers may try to exploit your tactical brilliance, your natural affinity for strategy or your technological capabilities, but I assure you, myself and the Organization do not have any intentions of doing so. I would rather see you as a silent partner, free and isolated away from everyone else, than under the thumb of a galactic dictator or someone wishing to exploit all the splendors your people have to offer.
Nothing he said was barbed in any way, to inflict insult upon his people. But each word held a modicum of conviction. While his intentions with the Chiss were slightly more involved than he was letting on, having the Chiss allied with the Organization would allow for him to slowly sow the seeds of succession from the First Order's sway. In the end, that would hopefully prove to the one thing that meant the most to Tasot and his people.

The woman had been back from a campaign in the Unknown region for a few months, but it had seemed like a lifetime without her husband. It was his death she had gone forth to avenge, though officially it was to retaliate against an aggressive and previously unknown species. It had been clear as this aliens encroached on Chiss space, that they were hostile, but the rules of her people had forbid them to end the threat before it struck first. Now her husband, who had been assigned to hold that boarder, was gone. And so where a good many other Chiss due to a lack of action. And that was why she had started her faction upon returning to Chiss space. The Sword and Shield Party.
The Chiss had acted as the shield to the galaxy. Their position, unique of all other powers, to protect against the darkness of the Void. It was time though to also become a sword. Capable of removing the head of threats before they have a chance to strike at the Chiss, to gain the initiative. No longer the defending isolationists, but a true power to be respected by the rest of the Galaxy not just some footnote in articles about Thrawn.
Thrawn... Though she shared some of his views, and admired his tactical brilliance, she could not stand him. She refused to invoke his name during her speeches, though her political aides begged her to, for many still remembered Thrawn for the changes he brought to the Ascendancy, some good, some bad. In her eyes, the current government styling itself after the Empire of the Hand was almost just as bad as Thrawn's name. Not only was it a reminder of the allegiance Thrawn had had with the cruel and unjust Galactic Empire, it had bent the knee to the current Empire, becoming a vassal to another tyrant. In days before, the Chiss would not have stood for this. And that was why change and reform was need.
The Admiral-Laureate was interrupted from her thoughts as the door to her office opened. It was Vice-Admiral Rothchild and her daughter Fehlaten'Del'Yaden, or Endelyn. The pair had no doubt come to her inform Tennyson that is was time to appear in front of yet another crowd. The message was convayed back and forth without a word as the trio passed through the door and down the hallway. Stepping through yet another set of doors, the Admiral and her companions found themselves greeted by a massive crowed of Chiss citizens and members of the military. Taking the stage behind a podium with no notes on it, Tennyson began her speech, as she always did, from her heart.
=Tennyson= Comrades, hear me! I have fought many battles and waged many wars against the enemies of our people. I have lost more than I could have anticipated, in defense of our people. These losses have come due to an archaic notion that we are not meant to strike a threat first. That we can not take the initiative and plunge the sword into the heart of our foes! This is absurd. Too long we have been shackled by traditions. Too long have we suffered grievous wounds instead of dealing them to our enemies. Too long have we been a pawn in other governments grand plans. We are the Chiss. We are Strong. We are Survivors. We are the Shield of the Galaxy. It is time we were also the Sword! This statement was met with thunderous cheers and apologize from the crowd. From the noise, half of Csaplar was here. Holding up a hand, Tennyson silenced the crowed. I have studied the history of the galaxy, as many of you have. We have witnessed the great power of those who wield the Force. It is a boon and a burden upon them, and their neighbors. We have watched over the millennia as Force User lead empires have plunged the Galaxy into chaos. The Force gives them too much power that if placed in positions of leadership, they are even more likely to become corrupt and despotic. This is why our Force Using citizens should be put to work for the people, not the other way around. They will serve us as councilors and warriors, but never as leaders. It is for the good of the Chiss and the Galaxy that we prevent any future Vaders or Caedus' from arising within our people. This is the future I see for our people. This is the path down which we thrive and return to the glory we once had. We will be the Sword and the Shield, and we will RISE! Thrusting her fist into the air, Tennyson was answered by the crowd with yet more cheers. Standing behind the podium a few moments longer and waving to the crowed, she turned and with her Vice-Admiral and daughter, returned to the hallways of the building they had been in before.
=Rothchild= Motivating speech as always, Admiral.
=Endelyn= Yes, it was excellent as always, mother! I hope one day I will be able to sway people as you do.
=Tennyson= You will one day, my daughter. Now both of you, meet me at Noble in an hour, we have more cities to visit before the elections.
Both Rothchild and Endelyn hurried off to their rooms to make their final preparations. Change was coming.

Change had come. Like a wild fire it swept across Csilla. And with it came reform and change. Some would call what happened a coup, others would call it a 'reorganization of the government." The citizens of the planet took up the banner of the Sword and Shield Dominion, the title of the new government. At its head was Tennyson and her loyal supporters, mostly members of the military. The Empire of the Hand was no more, at least officially on Csilla. The Admiral-Laureate would soon turn her eyes to the rest of Chiss space, but for now she knew this radical change in government would draw the attention of the First Order. Since much of this transition of power was backed by fair elections by the people, Tennyson hoped that the First Order would respect the self-governance of the Csilla natives. But she was not quite convinced. It hadn't been as clean of a transition as she would have liked. Some of the "Old Guard" who refused to give up their offices to the "upstart" political party of the Dominion, had to be forcibly evicted and arrested for their attempted defiance of the people and new government. And this was noting compared to the compulsory registration of all known Force Sensitives into a data base, and their removal from all public offices and military positions.
Things were still calming down a few weeks later as Tennyson sat at dinner with her daughter. It had been a hard few months of campaigning and speeches, and now it looked to be a hard future of running this new government and turning the Chiss people's focus back outward. To not be pawns in the infighting of the galaxy natives, but to continue ensuring no external threats arrived. This was one of the stance that she feared would draw the ire of the Emperor. The Dominion would hopefully one day return to its state of neutrality toward the galaxy.
Endelyn watched her mother eat with machine like precision. For the past several months the young woman had been growing more and more concerned. Not only was she being tasked as becoming one of the Dominion's leading diplomats, but also, she had made a startling discovery. She was Force Sensitive. Something that had suddenly, seemingly overnight, become a career ender and a mark of shame upon a family. Tennyson had put so much emphasis on the importance of Family after her husband and Endelyn's father had died, that Endelyn was afraid to even mention the possibility of being Force Sensitive. So now she sat quietly at the dinner table, barely eating before excusing herself to her room.
Tennyson watched her daughter go, worried. She feared the stress that the family now found themselves in was starting to weigh on the young woman. Endelyn had always excelled in all her classes, which is why Tennyson felt justified in appointing her to be a diplomat. But the stress could not be discounted. It weighed on Tennyson. But her duty in the military had prepared her for the burdens of leadership. Cleaning her lips with the napkin, she sat it on her plate, but did not make a move to get up. Her mind was lost now in thought once more about how to deal with the First Order. Perhaps she should be the one to initiate the communication, rather than waiting for them to come to her? Finally she decided to give it a couple more days, before she would reach out. For now she had more reforms to prepare.

The recent political events on Csilla had caught the attention of the First Order before members of the 'Old Guard' politicians began contacting the Imperial Ambassador on the planet. Rudolf Cassel, an Imperial would had served the Emperor since the Deep Core Remnant, was an old veteran of the Imperial Navy. He had risen to the rank of Admiral and served diligently throughout the early campaigns of the First Order, up until the conclusion of the Unknown Region operations. Cassel served well in representing the Chiss people, to the First Order, during the Reconstruction Era in which Chiss Space was rebuilt and made prosperous once more. He led the military council, made up of Imperials and Chiss, that helped with this post-war effort. From there, the Admiral transitioned from his garrison role to a more political officer, becoming the ambassador, for the Empire, when the Chiss became a Special Administrative Zone, a semi-autonomous province after the reconstruction. He continued his service, as an Ambassador, even when the zone was released as a newly formed, and independent, nation for the Chiss.
When that happened, Cassel began to represent Imperial interests, politically, but was still involved, when need be, in Chiss politics. Only when invited of course, otherwise, the Imperial kept to the embassy and performed his duties. Now, with white hairs on his head, and having celebrated his 57th birthday, Cassel felt like he was an old veteran of two kinds of battlefields, the one with soldiers and the other with politicians. When HNN broadcasts began showing off the rise of this 'Sword and Shield' movement, Cassel wondered how the Empire would react. His answer came, shortly, when High Command gave the order to ensure Imperial interests remained strong and to ensure that this change kept friendly ties between the Chiss and the Empire. The Imperial Military would not get involved unless it was absolutely necessary. This was because of the admiration and respect by the Emperor, and other officers, towards the Chiss. Even though the Chiss were a self-governing nation, the Empire ensured strong economical, political, and military ties to help preserve the new nation of the Chiss people. Many Chiss still joined the Empire's ranks in all sorts of fields. Cassel was ordered to ensure this all remained.
One afternoon, his embassy contacted the leader of the 'Sword and Shield' party, Admiral-Laureate Fehlaten'nys'ondrin. A meeting was arranged and all was set for a formal gathering between Imperial representatives and Tennyson. An escort of two armored skiffs, protecting hovercar in which Cassel traveled in, made its way to the location. Stormtroopers, a detachment of the security detail for the Imperial Embassy, disembarked before Ambassador Cassel came out. His son, Captain Rulf, who was an officer within the Embassy's security detail, escorted his father from the car to where a welcoming party awaited them. Formalities were given before the party made its way inside for the first formal meeting between the Empire and the rising political party within the Chiss nation. Cassel hoped all would go well.

When the request for the emissary of the Emperor to meet with Tennyson, preparations were swiftly made to arrange the meeting. Fehlaten'nys'ondrin made sure to keep things simple, yet tasteful. Making a show of the modesty of the occasion to the people won her favor as not being someone who may kau tau to the Empire at first meeting. But that was not to say she would show disrespect to the Chiss people's long time ally. In the party that ceremonially greeted the Imperial delegation was none other than her daughter, Endelyn, and Vice-Admiral Rothchild. The Vice-Admiral had a similar history to the man he was greeting. A former officer in the Imperial navy, he served with distinction during the retaking of the Outer Rim and the work done with the Chiss. But that's when he fell in love with a Chiss naval officer and once the state was granted full autonomy, he "defected" to the Chiss. Though he parted on good terms with the Empire, it was still slightly awkward on occasion, especially now that he wore the Dominion's patch on his shoulder. The emblem of the new Chiss government featured the old depiction of the Csilla system but with a sword atop a shield dominating its foreground.
Rothchild and Endelyn exchanged the customary pleasantries with the Imperials before leading them to the meeting room. With backs turned to the Imperials, Rothchild wore a smug grin, they had contacted them, it was a good sign. Endelyn on the other hand was trying to keep her composure as this would be a major meeting, and likely one of her last times before taking on a similar task herself. But both regained their neutral composure as the doors to the meeting room slide open. It was a simple hall with a long table, chairs at either end, where Cassel was used to sitting opposite the leader of the Chiss people. Chairs ran the long sides too for the many aides and other representatives that would join the pair. The table already had light refreshments set out, ready to be served by awaiting Chiss attendants.
Tennyson was studying a datapad as the doors opened. She stood, out of respect for Cassel and the work he had done for the Chiss people in the past. She even offered the slightest of head nods. A welcoming smile on her lips, something uncommon among the Chiss, thought then again, so was she. Gesturing that Cassel should take his customary seat, she soon returned to her own chair. She folded her hands and rested them on the table, looking Cassel over with her red eyes. Rothchild and Endelyn took seats to her left and right respectively. A banner displaying the new emblem hung over an old mural of the Empire of the Hands emblem, even further emphasizing the change of power on Csilla.
=Tennyson= Well, ambassador, how would you like to begin?

Captain Rulf stood in the background as his father, Cassel, and two other representatives, took their seats at the table with Tennyson. The Chiss had been most accommodating to this arranged meeting and, hopefully, this was a good omen for a discussion. The ambassador, after watching the broadcasts, had a feeling that something was, once again, going to change within the Chiss government. The Imperials had a vested interest and it was his duty to ensure it would not interfere with the relations between the Chiss and the Empire.
One representative leans forward and brings a drink closer to Cassel, who drinks from it to clear his dry throat. Age had not been a good mistress.
Admiral-Laureate, I would like to start off by saying thank you for this meeting, on behalf of the Empire and the Emperor. Though a busy man himself, His Imperial Majesty, nonetheless, sends his regards to you and the people of Csilla.
The Ambassador starts off, taking another sip from his drink. This time, to wet his lips for more talking to come.
The Empire has sent me for a number of reasons. The first, and foremost, is to better understand your movement, the Sword and Shield. The more we know, the better the Empire will understand. His Imperial Majesty desires to make sure that there is no error on our part and nor do I wish to make those mistakes due to lack of knowledge.
Cassel pauses for a moment before continuing.
My Emperor has seen the holo-broadcasts, but... that only shows the face. I hope you may answer this question for me so that I, and the Empire, are better informed and thus allow me to be able to handle our meeting in an informed way. Not one that has the shadow of ignorance.

A smirk formed on Tennyson's lips. It wasn't malicious, but simply the smile of a confident woman. After all, the Imperials had made the first move. While doing away with non-preemptive strikes, diplomacy was a whole 'nother beast.
=Tennyson= This is why I always liked you, Ambassador. Even in your youth you never wished to enter an engagement without knowing all the facts first. Something that has translated well to your non-military service as well. She gestured around her, not to anything in particular, simply to amplify what she had to say. Change is coming to the Chiss people. I am moving us back, to a time when we were the first and best line of defense for this Galaxy. But we are doing away with the archaic notion of "no preemptive attacks." That policy has cost our people and the Galaxy nothing short of pain and suffering in the long run. Imagine if we had eliminated the first Vong we found. If we had stopped their initial infiltration. My plans for the Dominion will make sure we do not repeat those mistakes. She paused, knowing that this next part would be one of the major talking points for this meeting. I also plan to reinstate our position as a neutral party in Galactic politics. We have too many threats on our frontier to worry with the wars fought within the Galaxy. This is not to say we do not wish to maintain strong trade and other economic ties. We simply will be bleeding far less Corewards. This time it was her turn to take a drink of the fresh glacial water. I have also enacted reforms regarding our Force Sensitive population, though that is internal Dominion affairs that I'm sure you will not find relevant to our discussions today.
This last comment made Endelyn shift nervously in her seat. It wouldn't be noticeable for any, save the most seasoned of diplomats, or those who make their living reading people, and thus the only two who would likely notice would be Tennyson and Cassel, though Tennyson's cold, red gaze was fixed solely on the Imperial across from her.
