We have received numerous confidential reports of a religious fanatic conducting proselytizing in Harnaidan. The individual calls himself Brother Eli. From what the subject professes, he is an Imperial Inquisitor, ranked as a Confessor. The subject's appearance and behavior give this credibility. (see attached holograms).
Subject arrived planetside about four months ago. He has been active in preaching for four months. He has assembled a network of “preachers” and twelve “Apostles” to further the spread of his religious agenda. Subject's core tenants in order of importance are 1) love and reverence for Emperor Palpatine, 2) respect for the office of emperor, 3) primacy of Humanity in the empire and humanity's destiny. Analysis indicates this corresponds to the historical position of the Imperial Inquisition as far back as the Order of the Eye.
Confidential sources have linked him to recent violent acts against aliens. While police have no suspects (see attached information request from HPD), I.I. suspects he may be a potential perpetrator in 3 of 5 murders of outspoken critics of the emperor, one of whom was a non-human history professor that authored a missive criticizing Emperor Palpatine.
Recent request from HPD is sufficient for the I.I. to link Eli to the Murder of Zin Zance, a Muun religious commentator and scholar and Karen Oslicki, a human media broadcaster. (see Office of Public Safety request for information.) Current analysis: Subject is a dangerous individual with subversive tendencies with the potential to undermine imperial authority in the sector. Since the Empire has been in recent years openly secular, there are few opportunities for the state to manipulate Subject's religious dialogue, or leverage religious rhetoric to counter Subject's claim of religious authority. However, Subject is not overtly hostile to imperial rule, and is quite supportive of the empire, provided other ideological aspects are observed (reverence for Palpatine, eminent status of humanity.) Subject could be an additional and untapped powerful avenue of propaganda that can engage citizen loyalty on a metaphysical level. I.I. Is currently working on how to attempt to make contact with Subject, and whether Subject may plausibly become a controllable asset.

Havok looked over the new report on Brother Eli. Yes, the FO was beginning to see.
The question wasn't whether Eli could be converted to the FO, the question was, how to convert the FO to Brother Eli, so that a religious purge would not be necessary. Brother Eli, like all religious inquisitors was a fanatic. You cannot reason with it. You must, at minimum, appear to join the fanatic. God is always right, always good. To overtly resist is to rebel against god. No, An Inquisitor would always react poorly to that.
Havok needed to brush up on the teachings of the Old Inquisitorious, and further gather resources. Plans would depend on the resources that could be mustered. The future was fluid, and an appeal to the force to seek the future at this time would be premature.
Havok looked up from the data terminal and over to Malice. "Admiral, I am going to need a droid and a AJ^6 cyborg. I will also need the VT-49 Decimator "Iron Maiden II," the one outside on the landing pad, to be outfitted for I.I. Informational Security, with Flag Officer-level encryption. You will need an Adjutant, as will I. We both have alot to do. I can't have you functioning as my errand boy while we are laying the ground work for our future."
Admiral Malice, agreed. They needed personnel right now that they could immediately begin giving orders and drawing up the administrative details and procedures of the SSE. Malice was surprised about the specific information about the ship outside, but he was beginning to become accustomed to Havok's voluminous knowledge.

Malice issued the requisition and draft orders for the personnel with the appropriate clearances.
Within minutes four individuals reported to the data room in the OSS. An IG model droid, and three humans in I.I. uniforms, one of whom who also had the AJ^6 cyborg construct headgear designating her as a I.I. cyborg. They all reported for duty and introduced themselves.
The Lobot technology controller spoke up, saluting. "I am Specialist L337-4. Imperial Intelligence, reporting as assigned. I prefer "Leeta." The next was a human male with pale features. He saluted to Malice. "I am Lieutenant Sevet. Imperial Intelligence, reporting as assigned." The next was a human male with a dark complexion that contrasted with his white uniform. He saluted. "I am Staff-Lieutenant Hyze. Imperial Intelligence, Imperial Navy, reporting as assigned." The droid was motionless. "Reporting: IG-LOMM, Imperial Intelligence, reporting as assigned. I am transferring information to your datapad now."
Admiral Malice looked down at his datapad to find information about IG-LOMM. IG-LOMM was an IG model droid, specialized in data processing, information security, and had the ability to remotely access certain lower classifications of top secret data at I.I. (The Highest clearance materials could only be accessed on mainframe terminals, like the one Havok was using.) Like nearly all IG models, LOMM also had the obligatory assassination protocols, allowing it the ability to defend itself and self destruct to prevent itself from being compromised.
Malice addressed them. "I am Admiral Malice. I am transferring information to your datapads about a new department of the I.I. I will require your abilities to assist in the immediate organization and administration of the department. Lt. Sevet, you are assigned to..." Malice looked over his shoulder at Havok, who was still pouring over the nearby data terminal display. Malice wasn't sure how much identity security Havok wanted, but he made the call to use the codename. "You are assigned to agent codename 'Quasar.' You are also promoted to the rank of Major. You are his Adjunct. You are to report to Quasar now." Malice handed Sevet two code cylinders. The newly minted Major saluted, and crisply walked over to Havok.
Malice addressed the remainder, beginning with Hyze. "Lt. Hzye, you are assigned to me. My staff command and I, are communally codenamed 'Magnetar.' I am promoting you to Captain, and you will be my adjutant. Right now, I want you to familiarize yourself with the Doomsday Fleet and Project DarkWing." Malice handed Cpt. Hyze two code cylinders. Cpt. Hzye saluted. "You are dismissed, Hyze." Cpt. Hyze turned and walked over to another data terminal in the room. His code cylinders allowed him to call up data and to begin to learn about Doomsday and DarkWing.
"Specialist Leeta, you're official role is yet to be decided, but you will be coordinating communications, and logistics for now. You're also going to be performing a review of existing I.I. security policies to set up operational security protocols for the department that are commiserate with the department's operational objectives. You are literally reviewing and, if necessary, re-writing the book on operational security for the department. You will also complete a survey on I.I. security failures in the past five years, to help inform your policy making. You will are a provisional staff officer and report to Lt.- ahem," Malice corrected himself, "Captain Hyze and myself." Malice handed her three code cylinders. Leeta blinked and took the cylinders, placing them in the breast pockets of her technician uniform. "May I begin?" She asked. "Yes, you are dismissed." Leeta's eyes glazed as she began sifting through petabytes of data, including I.I. security policies, as well as taking stock of logistics and organizational standards in light of the SSE's objectives.

Malice turned to the IG droid. "IG-LOMM, I am going to call you Lomm." "Affirmative. That is acceptable." The droid's response was a neutral tone. "Lomm, you are going to assist Leeta for now. However, you are to keep a defensive and offensive subroutine running when Quasar is present, and also if I am present." "Acknowledged." "Good. You are dismissed. Report to Quasar if he has anything further for you." Malice went back to going over personnel dossiers.
Lomm turned and walked over to Havok. Havok looked up from the data display to see Lomm. The droid spoke. "Interrogatory: would you also like me to engage in data manipulation to ensure data accessed by user 'Quasar' does not appear to have been accessed by him? It will prevent an I.I. internal inquiry from piecing together his possible aims, without specifically asking user 'Quasar' for a report." Major Sevet was surprised. "Is that even possible when we're accessing data from an OSS mainframe terminal?" Lomm answered, "Statement: Yes. Qualification: My ethical inhibitor currently does not allow me to attempt such an action."
Havok spoke. "Lomm, maintain current ethical standards relative to Quasar, Magnetar and present SSE staff. Disable ethical inhibitors relative to all others. This is justified by the ends of the SSE. Override means-based logic, based on SSE operations, relative to the ultimate good of the Empire." Lomm paused before answering, "Acknowldeged, ethical settings reconfigured." Havok leaned back in his chair. "Lomm, run a diagnostic on the following hypothetical: If the SSE ordered it, could you kill hundreds to save thousands of loyal imperials?" Lomm responded without hesitation. "Affirmative. Present settings enable killing 999 citizens, in order to save 1,000 citizens."
Admiral Malice looked up at Havok's hypothetical. Major Sevet and Captain Hyze had looks of surprise at Havok's question and Lomm's responce. Leeta's eyes, previously closed, opened and turned to stare at Havok.
Havok ignored their concerned looks. "Lomm, alter OSS database access records for user Quasar." "Acknowledged. Access metadata has been modified." Havok continued. "Lomm, consider a new hypothetical: If I ordered you to kill 999,999 citizens, in order to save the Emperor, and doing so would, in fact, save the Emperor, could you do so?" Lomm answered. "Affirmative. Present settings and parameters enable killing 999,999,999,999 citizens, in order to save the Emperor. Explanation: Currently, without the Emperor, there is no Empire. Saving the Empire is the ultimate good."
Malice hoped Havok had a point in this. He could see the effect of the hypothetical questions on the new staff.

Havok stood up to pace with a sidelong glance at everyone in the room. He looked like a predator stalking prey. "Excellent Lomm. One more hypothetical: if I were to order you to kill every person in this room, do I have the authority to do so?" "Affirmative. Your authority is confirmed. I would be able to comply, although I would be forced to spare you, Quasar." Lomm seemed almost disappointed. "And why is that, Lomm?" Havok stopped pacing and put his un-gauntleted hand on his hip. "Answer: Because, Quasar, your continued existence is necessary to the existence of the SSE, and the SSE is necessary for the ultimate Good of preserving the Empire and Emperor."
Havok turned to face his staff. "The SSE is a secret organization. We are so secret that if you have a complaint, it is a violation of intelligence security protocols to report it outside of your chain of command." Havok turned his head to Lomm. "Lomm, what is the formal charge and penalty for a deliberate violation of intelligence security protocols?" "Recitation: a charge of treason. The penalty is almost always death." Lomm almost seemed pleased by the recital.
Havok folded his arms over his chest and addressed the staff. "No doubt, as loyal citizens of the First Order, you were raised on the propaganda that the Empire is Just and Free, and Good. And that is largely true. But we face enemies that do not share the First Order's scruples. One can argue that if we engage in forbidden tactics then we are just as bad as our foes. But being true to principles is no consolation and a poor excuse, when Imperials trust us to protect them. Make that excuse to a widow or orphan and I am sure the excuse will keep them warm at night, and put food on the table. Loyal citizens sleep safely in their beds and enjoy the freedoms and privileges of the Empire because of us. We special few, who are willing to sacrifice everything, including our consciences, to ensure that the Empire wins at all costs. Because the only thing worse than winning by breaking the rules, is playing by the rules and losing. We are here to WIN. No tactic is off limits, no strategy is forbidden, and the ENDS absolutely justify the means."
During Havok's speach Malice watched the concern and doubt on the staff member's faces change into certainty and grim conviction. He, himself, also felt the patriotic stirrings; he could not help but trust this man and feel the burning desire to make sure the First Order endured and attained absolute victory.
Havok continued: "The SSE and your roles are of vital importance to the First Order. If you lack the resolve to do what must be done, then you do not belong here. I will give you all this one opportunity to walk away." Havok turned his back to the staff. "Leave, if you cannot put your emotions to the side and sacrifice everything you are, to lie and cheat and kill for the sake of the Empire. Stay if nothing else matters but victory for the First Order."
Havok waited a good long while, and no one moved. Admiral Malice spoke: "We're all present and accounted for, Agent Quasar."
Havok turned around and shook their hands one by one. "Welcome to the Specialis Secretus Executum."

The SSE staff returned to their work with a new sense of purpose. Havok turned to go back to his computer terminal. A vision rose unbidden. Havok's vision clouded. "No, no, NO!" Havok saw Brother Eli hastening his plans. The inquisitor was gathering his twelve apostles and would be sending them offworld. Today. >>> Brother Eli stood in the rain, in his white trench coat and wide-brim preacher's hat with his preacher's cube over his shoulder. "Today, my sons, TODAY, you shall begin to spread the work of GOD to the galaxy. We will save the empire from its unbelief and rescue the lambs from doubt and uncertainty. All will know the power of the God-Emperor of All Mankind and shall love him!" The twelve raised their hands. "THE EMPEROR PROTECTS!" "AMEN!" Brother Eli answered. >>> In the vision, Havok could see the entrance of the Harnaidan skyhook.
Havok pulled himself out of the vision. He immediately looked up the weather report in Harnaidan. It would begin raining in 30 minutes. "Time is short." Havok gave orders as he stood up. "I must confront Brother Eli. Here in Harnaidan. Leeta, issue an order to the Imperial Transit Authority to shut down the skyhook, as soon as the rain begins. Give the reason as a safety inspection." Havok seemed frenzied, like there were 10 plans going on in his head. Leeta closed her eyes and the lobot headgear lights blinked. She opened her eyes. "Orders sent and acknowledged." "Good. Leeta, you will stay here and wait for further instructions. In addition to your other tasks, you will find a suitable location for an SSE facility. Call it the Large Armored Interior Research Secretorium ( L.A.I.R.S.)." Havok paused and turned to Malice. "Malice take Hyze and go to Bilbringi. Assume command of the fleet. You work best from a command center, not a data repository. Return to Muunilist with the flagship." Havok turned to the IG droid. "Lomm, you're with Sevet."
Major Sevet spoke up, "Sir, you didn't give me instructions." Havok slammed his hand on a table in frustration, that people couldn't read his thoughts. "So much to do... so little time!" Havok gathered himself and calmly spoke, "Major, you are to take the Iron Maiden II and go to Coruscant. You will go to... the Outlandish Club... Or the Outlander club, and you will locate a pilot. I want him on my staff." "How will I know him?" "He is the best pilot you will see. We must GO!" They left the room, leaving Leeta there alone. Leeta closed her eyes and continued to work.
Everyone followed Havok as they left the I.I. Building. Sevet and Lomm headed towards the landing pad with the waiting VT-49. Malice and Hyze headed towards the military shuttle that Havok and Malice arrived on. Havok entered a speeder that would take him to the Skyhook.

Leeta received a dispatch. Because of the SSE's operational objectives and secrecy, the message was relayed from the high command to the I.I. and then to the OSS, and finally to the dummy subdepartment Leeta created for receiving communications. The communication was from Grand Moff Kasalle. The Grand Moff was holding a meeting of department heads in the High Command.
Leeta contacted Code name Quasar.
Havok answered his comlink. "Quasar here." Leeta dutifully relayed the communication to her superior. "I can't believe this. I don't have time to attend meetings. Leeta, I am making you deputy department head. I am also giving you a code name. Designate yourself as codename SENECA. Classify your I.I. records as top secret, so no one there can trace you to the SSE. Only Director Piett and the emperor himself are authorized to override my orders to my staff. Not even a grand moff. Go in my place, take good notes and give me the highlights later." "Understood. Agent SENECA out." Leeta gathered up her datapad and created he own code name. SENECA. She then classified and hid her personnel records as they related to the SSE, and created a fake record of herself as the head of an OSS subdepartment: Imperial Intelligence Office of Secret Services, Record Auditing Department.
She returned to her quarters and quickly changed from her Specialist/technition jumper, into her parade uniform, with her I.I. insignia and three code cylinders. She promptly reported to the Imperial High Command center.

Leeta brought Colonel Tahbruck Romm'el back to the OSS records room where the SSE started working in earlier that day. The colonel stood waiting, as if they would be continuing on to a more office-like office. "We're here, Colonel. Welcome to the SSE." "What?" He looked around, underwhelmed. "The Specialis Secretus Executum. We are currently using the OSS as cover while we are building and organizing. The fact that the bulk of Imperial intelligence has either moved to Dubrillion or Coruscant, has allowed us to move into vacant space in the I.I. complex here, while still having the benefits of the infrastructure, and able to use other offices as cover." "I have never heard of the SSE." "That is understandable. It is new. But even if it wasn't new, it is also ultra secret; only SSE personnel, and the I.I. Director have the clearance to know about it, or talk about it. When DarkWing was transferred to the SSE, you, and the project will have disappeared into the I.I." Leeta handed the colonel two code cylinders. "These are your new clearances. You have a codename, it is 'PULSAR'. Also a promotion; you have been promoted to General." General Romm'el took the code cylinders. "Are you my boss now?" "No, I am Deputy Department Head, pro tempore. Agent Quasar is our 'boss.' At this time, he is out of the office responding to a threat at the Skyhook." "Do you want me to send a squad there?" "I am not a tactician, General. You are fully authorized at this moment to deploy your forces according to your judgment, in the absence of an internal directive, keeping in mind the clandestine nature of the SSE. We're not supposed to exist." "I have troopers in with standard storm trooper armor. However, the first rule of deploying special forces is to only move on adequate intel. What do we know?" "Only this." Leeta handed the General a datapad with the reports on Brother Eli. "It is worth noting that Agent Quasar may know more than records show and did not request backup." General Romm'el looked up the datapad. "Then I will deploy observers and an undercover squad to the area, to gather intel, and be ready to provide support if requested." "Prudent. The holo-communications terminal on the table is fully encrypted, you may issue your orders." Leeta motioned to it.
General Romm'el used the terminal to issue the necessary orders. Leeta returned to her previously assigned tasks.
The length and breadth of records that Leeta could access from the OSS mainframe terminal greatly aided her. In her pursuit of assets to appropriate, It was not long before she tracked down a network of shell and holding companies that had been funneling resources into a sufficiently isolated obscure company called FreedonLadd Interstellar Corp. The copious funds within were likely an Intelligence slush fund. She issued orders, and the SSE was now sufficiently funded, at least for now.

Faust concluded his 5 year tour of service. He was given the mandatory rest and relaxation period and had 90 days to re-enlist. His naval ID and credentials to enter First Order naval installations are still valid. He has not completed or submitted his Affirmation of Duty documents. His terms of re-enlistment include being promoted to commander, with a chance for an additional promotion to Wing Commander. (a commander rank, junior grade). Was observed at Outlander club, performing Arial maneuvers on a hover-server droid.

This pursuit of clues and rumors leading to the Second Eye of Palpatine was maddening. Outside of the knowledge of the rest of the Council, Havok, by this time a powerful Seer in his own right, secretly found it. Nobra and Harbid covertly investigated the long sought battlemoon. But the second Eye of Palpatine was not grand. It was a derlict autonomous prison ship. No superlaser had ever been installed. The ship's central computer drove the inhabitants mad. It was not the prize they had promised their followers. The ship's systems infected all who boarded her and as a result, Admiral Harbid went mad and disappeared into the unknown regions. Nobra became unbalanced and Havok betrayed and killed his master shortly after that, preventing the word from getting out to the rest of the council.
During the search, The CoE had accumulated power and followers. Numerous masters of the Sith joined and became devoted to the cause; and the cause could not deliver. Havok alone shouldered this burden. The CoE had become more powerful in its own right than their original purpose. And rather than deliver the news, Havok lied and covered up he discovery to keep the imperial remnant alive.
Upon overthrowing Nobra with the help of Excrussis, an apprentice Havok trained in secret, Havok declared himself the Dark Lord of the Sith, disbanded the council and reorganized them into the New Order of the Eye of Palpatine. As the Dread Seer, he appointed the four most powerful Sith in the order to rule, as Havok withdrew to devote himself more fully to the "pursuit of the second Eye of Palpatine."
The NOE took on a religious, mystical, and fanatical depth so devoted to the legendary weapon, that Palpatine, as its creator, became revered as a god. An inquisition formed, as well as the Hannite monks. The sith temple on Pzob, the last known location of the battlemoon, fetishized the ship, as well as Emperor Palpatine's divinity. A religion was born. And Havok had tacitly allowed it. As it grew, the religion sustained the NOE and transcended the rivalries of the individual lords and enabled the NOE to survive and cooperate as a Sith-dominated Imperial Remnant faction in a way that other factions could not compete. On the shuttle returning to the office of Imperial Intelligence, Darth Havok/Agent Quasar couldn't help but smile. Havok's fight with Brother Eli went better than expected. He had foreseen multiple outcomes, including one where a full on melee ensued in the plaza. Today he was able to extract an oath from Eli that would bind him to his service for the foreseeable future. All together not a bad day.
By the time the imperial assault shuttle landed, Havok had already issued the necessary orders to classify, confiscate, and scrub his appearance from the holo-cameras in the plaza. No one would be able to know, or prove, that a sith was on the loose in the First Order. He stepped off the shuttle, still dressed in his sith robes and entered the base.
Darth Havok/Agent Quasar, stood in his burial robe, sopping wet. With each footfall, he left slippery footprints. His loose hair running down his face. He needed to ditch his wet clothes and blend in better with the imperials. He made his way to the Imperial Intelligence physical fitness and training wing. There he entered the officer's locker room and disrobed. He gave his clothes to the orderly on duty there, with instructions to return them to the OSS when they finished laundering them. The orderly gave Havok a towel.
With his body no longer covered in the scars he accumulated in his former life under the NOE, Havok walked through the locker room in the nude, without shame, though he was still wearing his boots. Havok used the towel to dry himself and checked out an assault training jumpsuit from the supply area. Donning the jumpsuit with his wet boots still on, Havok promptly left the officer's locker room and returned to the OSS.

Havok returned to the data terminal room of the Office of Secret Services, where the SSE had made its temporary de facto HQ. As he entered, General Tahbruk Romm'el looked up from a datapad.
Havok immediately asked. "I take it you are our new General?" Leeta opened her eyes. "Introductions: Agent Quasar, this is General Tahbruck Romm'el, Codename Pulsar, head of Project DarkWing. General Romm'el, Agent Quasar is our department head." "Sir." The General stood up to salute. Havok interrupted him. "Sit. As you were." He motioned to the General's chair. "No honorifics, no salutes. We have too much to do." Havok picked up a datapad off the table. General Romm'el nodded, "Sir-" he caught himself. "Agent Quasar, Do you have any orders for me?" "Yes, Make DarkWing disappear. Remove it, erase it, transfer it. All of it, until it appears as though it was a research and development project dead end that never quite got off the ground. The first rule of the Executum, is to not exist." Havok looked down to the report on the DarkWing project. "It may be difficult for a project entailing the subjugation and indoctrination of a branch of a Mandalorian clan of which you are a member," Havok looked up from the datapad, "spanning 30 years; It's a tall order, but ultimately the only option that will allow the clan to survive and maintain secrecy. Do you have any ideas?" "Yes, my staff prepared a contingency for this. It involves numerous cargo containers. We'll need heavy load lifters." "I'll leave it up to you, Pulsar. Coordinate with Admiral Malice, AKA Magnetar for the logistics. I believe the Doomsday fleet requisitioned some heavy cargo vessels." The general nodded and returned to the orders he was preparing.
