I'm Eliandra Vel, this is my supervisor, Ios. She was careful not to mention the familial connection between them. They didn't look alike, so it wouldn't be outwardly obvious. It always paid not to put all your cards on the table, even with friends. Anyway, Resi had given her an interesting opening. Ios nodded to Resi as he was introduced, then turned back to his drink.
Thrice-Dead? How does one acquire that sort of title? She smiled to show it was meant kindly. She hadn't touched her drink, distracted by the conversation. Ios, by contrast, was silently sipping at his, pretending not to be paying attention, though he was paying precious little anyway.

-Resi Well, first you have to have a face that looks like you got to second base with a blender.
There was a slight chuckle from several nearby patrons, mostly the ones that were near enough to be eavesdropping on the conversation.
-Resi It also helps if you are a cop with a long history of rather close calls. I've got a host of stories to share, if y'all ever decide to stop by off duty.
When it became clear he wasn't about to share another story, most of the attention that had been focused in their direction wandered back off to whatever side conversations were going on.

It came to no surprise to the local Kiffu leaders when House Barnaba contacted them, seeking a new trade deal and better diplomatic terms. What brought the most hedonistic house within the Tapani sector to this location, which was a stone throws away from their home, lived within the dark stone caverns that dotted the landscape. Here, the Kiffu kept watch and monitored what lived within these caves, brought by Kessel smugglers. The highly prized energy spider, a non-native species to the planet, but sought after greatly for the spice they produced, Glitterstim, a rare kind of spice, so highly sought after that the old Galactic Empire sought to monopolize it.
House Barnaba had long held great interest in getting their fingers within the production of the spice and seeking to distribute at a good price within their home sector. Gathering what terms were acceptable, and offering bribes under the table, the delegation fo Barnaba began their talks with the Kiffu leaders on an appointed day at the Dark Citadel. Their hands rubbing together at the thought of acquiring this spice and what wealth it could bring.

Fierce storms kicked up around this time of year, forcing patrols to remain within the limits of the Dark Citadel. No one wanted to push their luck and go out there with dust kicking up and predatory creatures about on the surface. Things on Kiffu had relaxed since the Coalition's arrival. At first, with the Fondorian Union, there was agitation towards the sudden occupation. However, in due time, the leaders understood why. There was a need to safeguard this side of the hyperlane they sat on and nothing would stop the First Order's war fleets from emerging from the Deep Core and expanding south. In the desire to preserve their freedoms, the Fondorians occupied their system. But, under the Coalition and the Union, they gained representation and a voice to be heard. It made them feel a part of a greater cause!

Captain Mirta Nebus brought the mando shuttle down into Kiffu's atmosphere and easily to the designated landing zone at Base 44C27, northeast of the Dark Citadel.The notification that the locals had extended a welcome was very positive news indeed. There were still many Kiffar within the House of Australis, and the bond between the Kiffar people and their home was strong. It was important to Kaine that he show continued respect to their people and their traditions, even if he could not yet make a personal visit.Upon arrival, Mirta and her companion exited via the boarding ramp, moving to one side of the ramp to allow the locals to board and inspect the shuttle. The shuttle was provisioned, with blasters stowed in the racks, medical equipment, and food stores. There was no contraband or other objectionable kit aboard. Neither Mirta, in her captain's uniform, or her companion, helmeted, in Australis black and green beskar'gam, carried any weapons.I trust everything is in order. I trust everything is in order. Mirta said to her companion, who nodded. Orders were orders, and they'd been ordered to comply with the locals. A company of troops greeted the spacecraft when it arrived. Scans were done upon the ship, physical inspections performed by crews and soldiers twice over. Even the personnel were physically checked while droids scanned them afterward. Colonel Radic was reviewing the reports calmly when Mirta came up and made her inquiry. The Coalition officer raised a finger to indicate a moment as he scrolled through various reports. The Colonel was diligent with report reviewing. It did make meetings... long and tedious affairs.
When all seemed good, he looks up and gestures to a transport. It seemed to be relatively unarmored, but it had hovercraft escorts that had a small armament; a few armed skiffs and a pair of Arrow-23 Landspeeders.=Colonel Radic= You will be taken to the Drunken Derkolo for your stay. It's one of the few places that can accommodate the number of personnel you are bringing for shoreleave. Obey the laws of the Coalition during your stay and all should work out.The Colonel really wanted to say 'don't make us regret trusting your excuse.' He kept his mouth shut as he ordered the assigned men to load up and prepare for their departure.

As there was no contraband or other objectionable kit aboard for the locals to find, there were no problems. "You will be taken to the Drunken Derkolo for your stay. It's one of the few places that can accommodate the number of personnel you are bringing for shoreleave. Obey the laws of the Coalition during your stay and all should work out." Captain Nebus regarded the Colonel. Sounds positively festive. She said, smiling politely. Mirta and her companion boarded the offered transport without further ado. The two women, one in uniform, one in armour, shared a look wondering what sort of establishment the locals were providing, but they'd soon find out. Graemon Gorgano

The site of the shore leave for these visiting personnel had been purposefully chosen. It was on the edge of the Dark Citadel's outskirts and wasn't an entirely popular place. The Colonel had been advised by both the Coalition and local authorities to keep this as tamed as possible and ensure their visit was a short one. Hence why the ship landed at a military outpost compared to a public spaceport and why this location was chosen.
Upon arrival, the armored vehicles departed, save for the few skiffs. The troopers disembarked and kept an eye on things, for now, at least. The Colonel just needed to see how things went first before deciding to take the next steps.

They took in the trip to the cantina in silence, watching their escorts, though offering no trouble. When they arrived, Mirta's expectations were met; the place looked like a dump.The Captain and her companion looked around, making note of the apparent state of Kiffu itself as well as the local decor. The Drunken Derkolo was no Laughing Lekku; a place whose reputation preceded it in Kiffar legend, or so she had been told by her Alor.Place doesn't look like it gets a lot of visitors. Mirta remarked to the Colonel who'd been escorting them. She was trying to be polite and make conversation, and to see whether these Coalition types would actually allow the two unarmed visitors to interact with the locals, supervised or otherwise. Sitting quietly in his home, the Sheyf viewed the holotransmission from Myrkr. Kaine had long been a friend to Kiffu, as the world's history showed. There was much trust and goodwill between the Clan of Australis and the people of Kiffu, a trust shared by their leader. He moved to an attendant, calling the young Kiffar over to him. One aged hand waved to the holotransmission.
Send our reply and compliments immediately. Kiffu will join this new alliance.
And so the IRI's inaugural membership would include the twin worlds of Kiffu and Kiffex, as indicated by their honoured Sheyf.

Following the ceremony at Hapes, a smaller and more private ceremony was held on Kiffu. Owing to the advanced age of the Sheyf of the Kiffar, he was unable to attend Hapes in person, but his representative signed for Kiffu. They had watched the ceremony live on the HoloNET, and afterwards, the Sheyf had met with local leaders and heads of prominent families.
Also in attendance in the Sheyf's home were a number of Kiffar Guardian Masters, including Eliandra Vel, head of the Guardians. They served both the Sheyf and the Kiffar people, and had also offered their services to the Inner Rim Imperium, playing a similar role to that of the Jedi in the Republic.
A courier would bring Kiffu's copy of the treaty directly home after the signing ceremony on Hapes, and the document would be displayed in a place of pride in the Sheyf's home, on behalf of the Kiffar people.

Several days after the impromptu party out in the wilds with the Mando'ade and the young Guardians, Vevut recieved a request to attend the Sheyf of the Kiffar. The young man figured he was in for some trouble for his recent activities, and vowed not to lie to the revered old leader. Whatever happened, he would stand by his actions.
Upon presenting himself at the Sheyf's home, he was made to wait by the guards, and cooled his heels for a good ten minutes in a waiting room outside before they beckoned him to enter the leader's home. Vevut swallowed hard, and entered. Whatever he had expected, the humble abode was not what he had expected of the spiritual and political ruler of the Kiffar. Simple, and unpretentious, but comfortable quarters, no larger than a normal apartment. The old Sheyf sat in an easy chair. Vevut halted a few paces away and stood to respectful attention.
I hear you've been corrupting our youth, young Australis.
The old man said, sternly. He managed to hold that pose for several uncomfortable heartbeats before a wide smile broke across his wrinkled and aged face. Your father would be very proud. The Sheyf said. Vevut let out a breath he hadn't realized he'd been holding in, which provoked a chuckle from the Kiffar elder.
I thought I was in trouble, honoured Sheyf.
Vevut admitted. The Sheyf shrugged nonchalantly, seemingly not bothered at all. Young man, if we punished everyone who let their hair down for an evening, we wouldn't have many recruits left. Leaning forward, the Sheyf locked eyes with Vevut. Those young men and women will be devoting their lives to service as Guardians. We cannot very well begrudge them one last night as children before they begin their adult lives, can we?
Vevut figured the question was rhetorical, but the elder seemed to want a reply from him, so he answered the question. I suppose not, honoured Sheyf. The Sheyf waved away the honourific. Sheyf will do. It's the only name I have anymore, we give up our names when we take on the burden of leadership, you see. He shifted in his chair, and indicated a nearby couch. Sit down there, lad. Vevut did as he was bid, and sat.
I knew your father when he first came to Kiffu, you know. I was only a priest back then, and he was a Colonel. This was more than thirty years ago, and he wasn't much older than you are now, twenty something, and full of energy. We only spoke briefly, but I could see the intensity in him then, and he has always been a friend to my people. The Sheyf in those days was even older than I am now, and Kaine always gave him deference and respect. That's how he won our trust. A trust I now extend to you, because I have a favour to ask.
Vevut sat up straighter, but didn't say anything. He looked attentively at the ruler of millions of Kiffar people, who was now about to request his help. It was a lot of responsibility for a sixteen year old, but Vevut did not intend to let anyone down.
Many years ago, your Clan offered to train some of our Guardians in Mandalorian ways of warfare. My predecessor decided against taking up the offer, due to our lack of numbers, and his own personal concerns about tradition. Now that we have rebuilt our numbers, I feel that we are in a position to accept. In exchange, we might provide our Guardians to the IRI, as part of the peacekeeping forces.
Vevut could only nod. I will present your proposal to Buir personally. He said, trying to sound confident. He had no authority to negotiate, no rank, and no official job title, though he worked directly for the head of intelligence. The Sheyf reached across and took Vevut's young strong hand in his old and gnarled one. Thankyou, Vevut. Young though he was, Vevut knew a dismissal when he heard one. He rose and bowed. Run fast and shoot straight. Said the Sheyf, eliciting a grin from Vevut, appreciating the old Kiffar's use of the Mandalorian farewell for Commandos. Always. He said, and exited. He had a mission to complete.

A few days after his meeting with one of the many Kiffu Guardians serving as recruiters, Darth Rebellious finally made his way to the Citadel. A large black spire in the middle of the sprawling city below, it contained both a corporate complex for the minor spice mining and shipping companies that had holdings on the planet, as well as a residential complex for primarily the affluent upper echelon of said companies and administrative workers. The highest levels of the spire were reserved for the Guardians themselves. The headquarters seemed to hold everything the organization needed to function from domiciles for many of the organization's members, a communications hub for both local and interstellar message traffic, meeting rooms, cargo holds, vaults, minor training facilities, small hangars bays, a brig, and a semi-open chamber at the peak of the spire that served as the Sheyf's throne room.
Upon arrival to the Guardians' HQ, the Dark Lord followed signage directing potential recruits deeper into the complex to what one could only assume to be one of the larger training rooms. A spacious circular room, brightly lit, with computer panels and various weapon racks lining the walls, it's function was obvious. As he entered, Rebellious observed groups of several individuals gathered. While some of the assembled Kiffar wore civilian garbs, he noticed several men and women among them wearing black chest plates over dark colored combat suits with a few of them also sporting black shoulder plates ornamented with a gold badge, which he recognized as the symbol of their organization and of Clan Vos; a symbol representing who they were and the authority they possessed.
With steady steps, the Sith-in-disguise approached one of the groups where he was welcomed by one of the black armored females. Appearing in her mid-30s the woman had straight, black hair cut in a bob, sharp features, dark eyes and qukuuf tattoos consisting of dark blue stripes on her chin and above her left eyebrow. Attractive by humanoid standards, her athletic build also implied that she was a proficient combatant while her furrowed brows and somewhat gruff expression gave the impression of a no nonsense authority figure. Rebellious also noted that she was the only Guardian in the room that wore a blue sash on her waist along with her weapon belt, possibly denoting rank. She waved for the new arrival to come closer before speaking.
"Welcome, friend. I'm Captain Anirah Vel of the Kiffu Guardians. I assume you're here for evaluation. Do you have a token?"
With her question formed, she reached out with a waiting palm up.
"I'm Qelvan Vos. And yes, m'am, I do."
Rebellious obliged, retrieving the star-stamped coin he was given by the recruiter from his pocket and placing it in her hand. She took the token and put it in a pouch on her weapon belt before pointing to one of the computer terminals lining the walls.
"Nice to meet you, Qelvan. Go ahead and register. From there, the pad will proceed to a standardized test. It's pretty basic, but we have to make sure you all are competent before he can send you on to the next stages of the initiation process. The last thing we need is some dumb mynock in the field screwing up an investigation. Report back to me when you're finished."
She spoke with finality before moving on to greet other recruits. The Dark Lord smirked and proceeded to the terminal. They had no idea what kind of being was walking among them. Competent was an understatement. He was extraordinary. An exemplar of knowledge and power. They would learn sooner or later. For now, he would play along.

Given the rank of Lieutenant and fast tracked for command after advancing through a series of evaluations and combat exercises with near perfection, as well as superbly crafting a lie about being a former special forces operator and combat veteran of the First Order, Darth Rebellious began his career in the Kiffu Guardians much as he expected. With multiple squads of guardians and patrolmen under his command, he lead them to success thwarting pirate raids, busting smugglers and the like in neighboring friendly sectors, as well as performing regular patrols of their own sector. The reputation he had earned for his efficiency and prowess had given him the opportunity to bump elbows with many superiors he otherwise may not have crossed paths with, which also helped him learn more of the inner workings of the government and bureaucracy.
Apparently the generals along with being the highest ranking members of the Guardians under the Sheyf and strategic overseers of the total operations of the organization as a whole, also served as a sort of oligarchy. Each one of them had specific resources and aspects of infrastructure that they were responsible for ranging from agricultural resources, maintenance of the planet's lighting rods and energy storage, construction materials, military assets, regulate spice mining activity and a plethora of other essentials. With the scope of their responsibilities being so broad, it had become necessary for them to delegate certain tasks to their commanders and captains to ensure smooth operations. With that information in mind, "Qelvan Vos" had an idea of the path he would need to take for his ascension.
In addition to the information he gained about the overall bureaucracy, he also found a great deal of information of his likely opposition. Although reformed with a Jedi-esque peacekeeping force in mind, the demand for the Kiffu Guardians' services and overall need for recruits had somewhat sidelined that sentiment in favor of more traditional law-enforcement doctrine. However, there were still many within the organization the held on to these values, many of whom served under a general aptly nicknamed "the Priest." Knowing that they would eventually need to be dealt with, the incognito Sith began planting seeds for their eventual systematic downfall, starting with instilling more hardlined views in the subordinates under his own control; labeling the Priest's faction as softies that would likely get them killed when dealing with more aggressive threats.
Outside of duties as a Guardian, the Darth would also spend much time on the barren plains away from prying eyes. In his solitude he would continue to practice the Sith arts under moonlight, often running through sequences with his lightsaber to keep his bladework sharp or meditating, trying to understand the strange pulse he had felt in the undercurrents of the Dark Side since his psychometric experience in his former home. After months of unsuccessfully hypothesizing the meaning, he eventually resumed studying the tome he had stolen from Prakith and found that he was able to manifest some of the ancient magics inscribed where he hadn't in the decade or so prior. In efforts to to put some of the newly acquired knowledge from the manuscript into practice, he would work steadily during his squad's patrols of Kiffex's prison colonies to discretely summon terror in the minds of the prisoners. He would spend those nights pacing the cell-blocks weaving his fingers in the intricate patterns required in tandem with the rhythm he heard in the Force, eliciting more potent results with greater frequency as time passed. All of of which, when investigated, were written off as the nightmares and hallucinations of psychopaths and madmen.
