I’ve been wondering who currently controls Serenno (as I believe there is no planetary guide) and if I’m liable to take it over.

Currently it appears that no one is in control of Serenno. So it is up for proverbial grabs.
As a Jedi character, owning/controlling a world isn’t exactly something that would make sense. But that’s just the opinion of a fellow Jedi.
