Having already been awake for a few hours Jacques head pounded from last nights celebrations. He thought that he had been taking it easy barely sipping on the Corellian mead he had chosen, clearly it was stronger than it had tasted. Despite the shower he could still smell the booze escaping through his pores, spraying a rose scented cologne onto his chest he checked himself out in the mirror. Clean shaven, he wore his thinning grey hair pushed back. The hair was only slightly lighter than the grey suit not unlike the one he wore as an officer in the Navy.
It was going to be his first official day in office and Jacques was already regretting getting into politics. Knowing the troubles that plagued the Republic, the the Galactic Alliance before it with the political posturing and the back stabbing. At least on the battlefield you knew who your enemy was and they what they were capable of.
I guess there is no more putting it off.
Chewing on his pipe, Jacques created and sent off a request to all the representatives from the Coalition worlds. One week from today there was to be a meeting to work out several bills that would impact everyone. Despite being a small group, he still needed to have the ascent from the majority of the worlds to do so. Included in the request was a summary of the proposals. Several of them were inconsequential, but just as many would have sweeping affects including trade agreements, compulsory military service. The most drastic proponent however was to deal with how the Coalition was going to deal with the Empire.

Graemon Gorgano came from his suite on the afternoon of the designated meeting. Ever since the celebration of Jacques Hu's election, the news was covering a number of topics including the ongoing conflicts in the galaxy, the economy of the Coalition, and so forth. However, one story seemed to appear more than often on the HoloNews networks and that was what many had witnessed at the Prime Minister's celebration, the interactions between himself and Doctor Lynne Jameroo, Captain of the Endless Salvation. Recordings already showed the close proximity between the two individuals, the dance they had a few times, and conversations that seemed to happen quite often. The fact that she nor he never left the others side was the public statement that the news needed to grasp this story.
His brother, though surprised at first, seemed supportive nonetheless. He had always tried to urge Graemon to find a lady somewhere after all. News outlets tried to get interviews on what was happening between him and the female doctor, all of which were bluntly denied, by the Baron himself or his secretary. None of anyone's business what happened between the two of them after all. Besides, Graemon had more important matters than having news reporters pry into his private life.
The Fondorian walks into the Capital Tower, making his way to the conference room where other high officials and representatives had gathered to meet with Prime Minister Hu. Graemon, in particular, gives his warm greetings to Diktat Delpin, King Starmane, Admiral Hargrave, and the Prime Minister himself. Hopefully today, Graemon would see his measure come into reality. He had been pushing for the means to protect the future of the Coalition from external and internal threats. Now to see what was going to happen today.

As part of her position as Princess of the Federation of the Double Worlds and Representative thereof, Sahra arrived to the conference room soon after Graemon's own appearance. She was clad in her more usual cloaked and armored attire which had drawn a number of comments within the media. Some praised the look of a confident young woman wearing cultural wear, while others had decried it as indecent attire for a member of government. Sahra gave Graemon's hand a shake, before taking a seat in the place that would have otherwise been occupied by Marcus

Jacques made his way into the House dressed sharply as ever, highlighting his the connections to his military background. Following closely behind him was his personal secretary a blue skinned Twi'lek, Aylee'saresh who had previously worked for members of the Galactic Alliance. Taking his spot behind Jacques he scanned the room noting who had arrived before the Prime Minster, whom was sitting together and who was talking. Jacques being new to the field of politics would have missed all this and more compared to more seasoned politicians. It was his duty to help him ease his way in.
For his own part Jacques spoke to the representatives from Drall, this time being represented by a Dabi who had been elected to represent the planet. Behind him and mostly out of sight due to its small stature was a Drall whom was just as busy as Aylee'saresh was at keeping notes. However unlike the Twi'lek it did so not because of the payment it was receiving but due to their culture. It was said that there was no prehistory from that planet as the species had been keeping notes since they had gained sentience.

Looking around Jacques saw as many faces as he was going to. He noted that a few of the more prominent members that were missing but this was as many as there were going to be. Standing up he placed his data pad down the podium he exhaled. Many of the problems of Corellia were on the forefront of his mind, from the ongoing refugee issues to the shipyard industry, and thoughts of how to best defend the world. However as the leader of the Coalition his concerns were much bigger than that of one planet. Pushing a button to call for silence he waited for the din of speaking to die down.
Feeling the intensity of everyone's gaze upon him, it felt much like a beam of light shining directly overhead. He had faced combat dozens of times, and been in command of men but this was different. There the would obey them without question, here he would have to win these people over to his cause. Some very unpopular causes. His likeness was broadcast to all of the other delegates, his small blue figure appearing in front of all of them each being broadcast in the native tongue of the representative.
Addressing the Coalition with his deep voice, he spoke with dignity and a composure that he did not feel.
Esteemed representatives of the Coaltion, I hereby call into order this first meeting of the Corellian Coalition. All of you have received the order of business for today and I am sure all of you are eager to speak. That said I feel we should open with the most pressing item on the agenda. This Coalition was formed after the defeat of the Galactic Alliance at the hands of the First Order. At this time they have given little notice to us and our worlds, yet as they have proven at every turn they seek to expand outward and force their beliefs on other worlds. We can not allow this to happen to us. That said to antagonize such a powerful force would only bring ruin down on us and the worlds we represent. I propose that we do not seek out conflict with the First Order and set out to strengthen our own borders to ensure the security of our people.

Graemon listens to the words of the Prime Minister as the meeting began in earnest. Jacques Hu, like Admiral Hargrave, was a man of the military, having served as a commodore in the Galactic Alliance military. All knew of his actions over Mon Calamari as he aided in the hopeless defense of the planet against the Imperial juggernaut. Perhaps that is why he was elected, the public could use a battle-hardened hero as a public face to keep morale high and public approval high as well. However, on the matter of the First Order, Graemon privately disagreed. They had to find someway to take the fight back against the Imperials. Yet, in their condition, it would be suicidal... that was the cold hard truth of the Coalition's standing military.
Prime Minister, though my personal feelings on the matter of the First Order do not agree, as a member of your government, I must publicly agree on your stance. We are still reorganizing the military, seeking allies, bringing in member worlds, and preparing the Coalition for the inevitable storm. Better we not poke the beast... the later they turn their eyes our way, the more time we have to prepare.

Sahra turned her attention to Jacques as he opened the session. Without wasting any time, the man launched right into the first topic upon their agenda, that being the First Order. It was certainly not an easy topic to broach, considering the Empire's recent defeat of the Galactic Alliance and continually growing power. All facts that the man addressed, before putting forward his proposal. It was certainly a hard sell, considering that there were many vocal proponents that demanded the First Order pay for their indiscretions and actions. The events of Naboo and Mon Calamari were still fresh in people's memory. But no matter the outrage that was felt, even the Galactic Alliance had realized that the First Order had long since surpassed them in power to be made accountable for what they had done. At least in the short term anyway. But given time and resources, perhaps they might become strong enough to obtain the justice that the First Order had thus far escaped Agreed. For all its short comings, The Alliance saw reason and sought to make peace so that they might have time to strengthen themselves. We will not forget what has been done, but we will not win a war of attrition...

Much farther back in the audience stood a lone figure, in the middle of, yet apart from the rest of the crowd. Wearing a subdued black leather coat fastened around a white shirt, stockings, and leather boots, she looked every bit as civil as the other delegates in the room. However, she wore a hood over her head, showing only the bottom of her face. Around the base of the hood, small flanges of scarlet hair protruded out, hiding the larger mass carefully tucked away in the hood. Around her neck hung a thin silver pendant, with an eagle superimposed atop a small fan made of triangles. In the eye of the eagle was inset a tiny aquamarine stone, contrasting against her otherwise dark outfit. Listening in to the debate, she silently contemplated the points being made. The points made by the person with the eyepatch were correct, though he did seem to be the most militarily minded here. The grey-haired man was clearly a politician, who was focused on ideology rather than practical strategy. The man calling himself the Prime Minister was the leader of the group and had the look of a Navy man. She'd have to make a point to talk to the two of them later. She hoped that she wouldn't be noticed by anyone, as she wasn't actually supposed to be here, and was defying a direct order by doing so. Furthermore, her pendant had the emblem of the Hapes Consortium on it, and anyone who looked closely would be able to recognize it. Still, those who could recognize it were not likely to blow her cover, so she would likely be safe.

Jacques was surprised to hear the support he was receiving for the motion. He had expected to receive a lot of push back from this motion yet some of the most influential people on the floor agreed with him.
Very well, if we all agree on the fact that at this point we will not seek out aggressive actions against The Empire we should instead focus our efforts on defending ourselves and defending our borders, our worlds.
Feeling momentum gaining behind him he forged onto his next topic.
I feel the best way to help defend ourselves is to teach everyone to defend themselves. We stand at a distinct disadvantage of manpower, any military forces we have right now are those that survived the defeat at Dac or the purges that followed after from other fallen Alliance worlds. Should The Empire attack they would roll over our defensive forces; what I propose is drastic but necessary. Everyone of every world once they reach the age of majority be conscripted into mandatory military service.
Feeling the air of the room shift slightly at the mention of this Jacques held up his hands.
I know that the idea invokes many negative thoughts. This conscription would last for half a galactic standard year and such forces would only be used under major defensive actions. They would never be used offensively. Once their six months is up they may elect to join into the regular forces or return to civilian life.

Sahra nodded to herself as Jacques declared the motion official. However, as the Prime Minister forged ahead to the next topic, her previous feelings of confidence soured somewhat. Perhaps it should have been expected that a former military man would propose the idea of conscription. It certainly was a drastic move, but whether it was necessary. Well, that was a point she did not entirely agree upon. She rose from her seat then, before anyone else could begin filling the air with debate Prime Minister, I'm afraid I must object... Do you know which government within this galaxy forces its citizens into military service? The First Order. They are trained to believe they are defending their worlds, before being turned into ruthless killing machines...

Graemon raises a hand to Princess Sahra after she speaks.
Now hold on, Your Highness. True, the First Order trains their soldiers in a particular way and does utilize conscription, however, there are other governments, not Imperial, that have utilized that form of recruitment. I believe I understand why the Prime Minister desires this method.
Baron Gorgano turns slightly to view the other representatives.
With this mandatory service of six months, it ensures that our armed forces are readily available. If we need more soldiers, especially under the pressure of an Imperial invasion, those no longer in service have the skills necessary to rejoin the military and fight again. This would also militarize the population to a degree, ensuring that there are seasoned and trained defenders for our worlds and systems rather than being forced to call upon... poorly trained militias or ill-equipped paramilitaries.
It was a sound plan. The Prime Minister had the right idea of ensuring the Coalition could be properly defended whenever it may need be. In times of war, extreme measures needed to be called upon and, given the vast military of the First Order, the Coalition needed every available resource to prepare themselves.
In war, such a measure could easily be viewed as necessary. The Coalition needs to be prepared after all.

It's a fine line to walk, rationalizing war as a means to an end... The First Order military certainly dwarfed their capabilities in their current state. But she could not shake the feeling that forced conscription was not the answer in this situation. Wars needed men and women on the front lines to fight them, but there was an equally pressing issue to consider The Coalition does need to be prepared, but forcing such decisions upon our people is not the right path forward. Tell me, what will become of our industry and economies when we ship every man and woman off to this six months of military service? What of their careers and education? What of our people's right to decide whether they want to train to take the life of another? What of those unfit for service? There are better ways to go about this, that let our people maintain their choice. You want trained forces ready to fight in an invasion, then incentivize joining up with the reserves. There are at least a dozen programs we could offer in return for their service... She turned back to Graemon I refuse to believe that we are desperate enough to immediately resort to such measures. I will yield the floor to those wishing to vote in favor of removing our citizens right of choice. But the Fed Dub will abstain from this vote and the policy if the Coalition does vote it in... She retook her seat then. There were still many items on the agenda to discuss and the government did not have the luxury of debating every item all day

As the other representatives spoke Jacques was not surprised to see resistance to the idea. He had expected some for much of the items on the agenda today and this one was the worst of them. Perhaps his own experience in the military had shaped his views on them. Before he had joined it had not been an appealing idea.
I will concede that there are other ways to defend ones self, but we are up against the Empire. If it wanted to, today it could come to every member world of this coalition and lay siege to their worlds on the same day and win. I am not saying this to scare you. Only to bring light to what we are facing here is a very real threat to ourselves and our way of life.
Opening up a file on his datapad that had been created in the belief to resistance to the conscription idea.
Senator Starmane I can appreciate your stance, you want to protect your planet and the people on it. They and their beliefs are as varied as the people of every world. Let me address some of your concerns. We would not be shipping of every man, woman, or child off to trenches. Anyone right now who is not an active member of a worlds forces would not fall under this vote. Only those who come of age once this bill comes into place will receive this training. Once this proposed conscription comes to an end these people are free to pursue their educations and their lives as they see fit. We must also not forget the on the job training they will receive. The military has more than just people who shoot guns, and fly starships. There are so many non-combat roles that they can enter into, and receive training for. Although the basic training is the same for everyone, it only last 2 standard months. The other 4 months of this proposal would be spent in their particular trade.
Those who do not wish to take another life? I can't say I blame them it isn't something to take lightly, as I said there are roles where they will not have to do that. They do not wish to hold a firearm? There are already in the current system forms that on can fill out that can allow for these exemptions. Perhaps it would be best to revist this topic with other alternatives to the proposal provided by people who may not agree with it if we can not come to an agreement on it today.

He looks at the Prime Minister.Perhaps an alternative, Prime Minister. There are a number of refugees who have lost much and still look for work. Perhaps we should try to find willing volunteers from among the dislocated. Certainly, there are those eager to win back their homes and take the fight to the First Order. Their example will certainly incite others from our worlds to join the fight as well... perhaps without even the need of conscription.Senator Gorgano knew a number of these refugees had careers in the Galactic Alliance before its fall. Certainly, there were a large group of them who desired to re-enter military service and continue to serve for the beacon of democracy in this galaxy.However, we do not want the Coalition to look like its using these people for nothing. We should grant incentives to those refugees who have lost so much. Grant them good pay as a thanks and ensure that their families are looked after by our civil services. These people want jobs after all. Their example could go a long way to igniting the Coalition's citizens to join too.

While she appreciated the Prime Minister's concessions to her points. Exemptions were all good and well, but it still failed to address her main concern that people were to be press ganged into services whether they wanted to be or not. A point she might have brought up, until Graemon spoke again. A smile gracing her lips as the man suggested an agreeable proposal not much unlike her intended solution Baron Gorgano presents a viable option. I am not opposed to the service itself, but I would rather see us incentivize and encourage our citizen's to join of their own accord. By providing for those willing to train and prepare themselves for war, we will guarantee a steady through put of fighters. Both among the refugee's and the citizenry of our worlds. Our people's willingness to volunteer to defend their worlds and take the fight to the First Order may yet surprise you, Mr Prime Minister... It is a measure I would be happy to rally behind and vote upon... It would also help pave the way for the intended proposal that she was going to put forth to the Coalition

Fighting to keep a straight face Jacques knew that the Barons words were well intentioned but there was also the stuff going on behind the scenes. One of the main architects of the resettlement program for the refugees was an item with the Baron. There was no knowing if this was something that she had put in his ear or if it was something that he had come up with alone. Did it matter?
I see no issue with allowing these individuals further chances to join into the service. This measure would go a long way to proving that the will of the people has not been broken.

Graemon knew that Lynne would be pleased to hear this. But he didn't do it for the sake of garnering her affection any further. Back on Fondor, his brother had reported that a number of refugees desired to join the armed forces. However, there was no incentive nor regulations in place just yet. Hearing his brother's words was what brought Graemon to suggest the measure in the first place.
It will certainly give these people an identity they lost when they fled the Outer Rim. A purpose, a home, and something to fight for. That is what these people want, to feel like they can be useful in some way. It may take some time to make some good incentives and regulations, but it will ensure that both our citizens and the refugees can participate.

As sometimes happens when push came to shove, things were continuing to fall further and further into place. Perfectly setting the scene for the proposed bill that her Father had requested be presented to the Coalition government. Pressing a control at her seat, Sahra motioned to each delegates station to see the document that had just been provided to them over the intranet I may have an answer to some incentives already... In cooperation with Captain Lynne Jameroo as the Director of this missive, the Federation of the Double Worlds wishes to request the backing of the Coalition in increasing our Refugee intake by way of the construction of a number of new cities across Talus and Tralus to provide homes to those that have been displaced by the First Order. The initial phases will offer work, home, and pay to those willing to fill many of the jobs needed to undertake this work. And while Captain Jameroo will hold the ultimate say on how the project progresses, I suspect she will be more than happy to include similar rewards to those willing to volunteer for this defence effort... A measure I am sure many others will take inspiration from... By working together, we can achieve feats far greater than the First Order, and prove that an iron fist is not needed to rule this galaxy...

Several Months Later
The Corellian Coalition had been slowly progressing. While Graemon was almost on constant travel acting as the Coalitions official Diplomat, Marcus had stayed at home. Helping to sync up and manage internal affairs when Jacques was not around. As such, when it came time for the Coalitions next elections, many were not surprised by Marcus’ victory. Despite his hesitancy to accept the job, he knew the will of the people was not something to trifle with. And so he agreed. His own swearing in process a more low key event, with several officials and a public audience.
As he was the second Prime Minister, Marcus has declined many of the same formalities that had occurred when Jacques was elected and the Coalition formed. The First Order was still an ever growing threat, and the Coalition had a lot of important work ongoing that Marcus did not wish to distract from. The Refugee crisis might have been alleviated somewhat, but it was still ongoing. There were still many worlds across the Galaxy that needed somewhere to turn now that the Galactic Alliance had fallen. They were the main objectives Marcus intended to focus on, while working out a balancing act by which he could keep the Coalition out of the First Orders sights, while weakening the Empires hold on the Galaxy
